What kind of fuel mileage does a Ducati get?

Well, you will get about 150 miles out of the 4.1 gallon tank which is slightly less than its predecessor the 998 - although that had a 4.5 gallon tank. My guess is that, if you are serious about owning a 999 fuel economy is probably not your main concern.
The Ducati 999 is an incredible machine capable of exceeding 170mph but more importantly its handling is razor sharp and it is a truly beautiful motorcycle.

Where can I buy a ignition switch and key for a Ducati 749?

I bought a nice Ducati 749, but I bought it without the key ( salvage) I am desperately looking for a ignition switch and key. Buying this from the dealer is way too expensive. Any info of where can I found a cheaper price?
You can pick one of these up from a breaker - although it is pot luck as to whether they have the right model. Another alternative is to search on e-bay - try here.

Is a Honda CBR600RR or a Ducati Monster a good bike to learn on?

Well, I think that the answer depends very much on your personal preference. But here goes; The CBR600RR is a very fast but small bike (although I know a couple of guys who are 6ft plus and ride them quite happily). The main thing here is that the Honda is very reliable and relatively cheap to run. It also puts up with a fair amount of neglect and abuse before it starts to play up.
The Ducati Monster is a different beast entirely! It is a work of art, a beautiful bike to look at and to ride. It isn't in quite the same league as the Honda with regard to out and out performance but does have oodles of torque and is very responsive. It is however and Italian thoroughbred, and as such needs more care and attention than the Honda.
Having said all of that, I would recommend that you have a go on each of them to see which one suits your riding style. If you decide on the Duke why not take a look at what is on offer on e-bay - you could bag a bargain Ducati Monster.
